As defined on http://www.dictionary.com:
vil-lage (n.) - A small group of dwellings in a rural area, usually ranking in size between a hamlet and a town.
Whether it's Orochi's private army or a shinobi village in the traditional sense, Hidden Sound can still technically qualify as a village.

Perhaps in that day and age (whenever that possibly is) villages were the only kind of populace. Perhaps the idea of cities didn't exist yet.
I dunno...these are all very good questions...but all very boring questions...

Here's a question for ya all:
How does a shinobi village qualify to become a 'hidden' village?
There are a bunch of hidden villages (Grass, Waterfall, Rain, Sound, etc) that don't qualify as the superpowers (Leaf, Sand, Mist, Rock/Earth).

I think a hidden village is simply a village out in the middle of nowhere where the ninjas for a certain country live. If, for example, Naruto ninjas existed in real life, I could start the United States ninja force, and wherever we chose to live would be known as "Hidden __________ Village". That's what I think, anyways.

I agree with K-chan, I think the villages are just an area where the bulk of a countries ninjas live. I dun think the village really has to be associated with the country, such as Sound in Rice, but I think they normally are. Obviously not everyone in a hidden village is a ninja, so I can't say its just a "ninja village" becuase of all the civilians.
My guess is that, in order to qualify as a "hidden village" all you really need to have is some sort of shinobi populace and at least one strong shinobi. Obviously the 5 big ones are the villages with the most/strongest shinobis. They also prolly require some sort of school/training program and the ability to hold its own against a large attack force. Its obvious from this why Waterfall isn't considered a "big dog" seeing as how like... 5 shinobi could take over the entire village. I dunno, thats just my personal opinion...

well...to be a hidden village...actually being hidden helps ^_^;;
Sunagakure has its being located in a giant desert,
Kirigakure has its dense/thick mist,
Konoha has the giant forest of the Fire Country,
um...sound has its...um...ghost towns and numerous...berlesque houses ^^;;
I mean, who couldn't get lost there?

Except for the fact that Konoha is surrounded by a giant wall with a huuuuuuuuuge gate that metaphorically screams "Heeeeeere's Konoha! Right here!" and the road that leads right up to it... I think all Hidden Villages are "hidden" to some extent, though.
Actually, now that I think about it, think of the smaller villages, like Waterfall: they aren't even allowed to tell outsiders where the entrance to their village is. My guess is that, while the big dogs don't need to anymore, the term "Hidden Village" was coined when all shinobi villages were hidden: not out of choice, but necessity. Remember, Konoha was founded during/immediately after a period of great war and turmoil: in order to survive, a tiny shinobi village would need to be carefully concealed. Hence, "Hidden Leaf". However, as a strong village, they no longer need to remain hidden and would rather open their doors to outsiders (and clients), but the name remains - tradition, perhaps, and to evoke a more ninja-like feeling than a name like, say, "Leaf City" would.
