There are only five major Shinobi villages: Fire, Water, Wind, Lightning, and Earth. There are others, though, like Tea, Wave, and Snow. I think those are the only ones they've actually named at this point but I could be wrong.

The symbol is similar to a question mark...
...maybe they're just the ninjas of mystery.
Or, it could be a puff of smoke...the smoke nins.
They could be missing nins who hunter nins just can't be bothered with.

As for the tea country, it's a small section of islands and pinnisulas off of the Wave country. They don't have hidden villages, too small.
