The question's pretty simple.... which do you want? In the case of the first being implemented, most likely the Jounin Sensei for a specific team will be responsible for signing his or her team up for a mission, though not without consulting the players of his or her team first.
I already have an idea of which one I prefer, but I won't say what it is so as to prevent my answer from affecting yours. Keep in mind that I won't just enact whichever one gets the higher percentage of votes - so be sure and post the reason behind your voting the way you did. If you post a thought-out, well-written argument, it'll count alot more than just voting without any sort of explanation.

I like the idea of signing up and having one assigned because I think it'd help a lot with making sure ranks/teams are evenly distributed. A bunch of people would sign up for one mission, and others would be neglected... and that'd just turn into a big mess. It'd keep everything nice and organized having everyone where they needed to be without any extra arguing why someone should be on what mission or why someone else shouldn't.

I have to agree with Hydrogen-sama, Not to mention, with indivual signups, you'd run the risk of having a lot of people who WANT to be on the mission, but turn out to be totally horrible at the required tasks.
the Jounin sensei SHOULD know the strengths and weaknesses of his team, and would therefore be able to make very educated decisions on what missions his or her team should take on.

I agree with the other two on this... they've basically made my arguments for me. But it does ensure that an even number of people are on the missions... as well as the characters involved aren't all really strong characters or all really young/inexperienced characters. Just a good balancer.
