Alrighty then,
I didn't post this on my bio, pretty much because I couldn't think of a single jutsu for Keitaro.
But then I got to thinking. Keitaro comes from a line of historians, so he'd be pretty knowledgable about old and sometimes forbidden jutsu...
...So I'd say...he pretty much knows everything!
IN THEORY!
At the genin level, and with a pitiful amount of chakra control, he can use the hand seals and say the names...but he's almost as usless as Rock Lee in terms of ninjutsu and genjutsu.
List of known techniques:
-henge no jutsu -bunshin no jutsu -kawarimi no jutsu -dispell technique
The only thing Keitaro is really good at is using shurikens, remembering things out of books, and putting that extended knowledge to use
if he's not busy being a doofus that is ^_^;;

Being a member of the Buyo clan means having a strong affinity for the written word. His ancestors have acted as Konoha's archivers for years. As a result, certain techniques began to be created to make their information collection processes easier.
Keitaro, being one of the few shinobi in the Buyo clan, has expanded upon their use of "paper"
While taking directly from the acclaimed series Read or Die, with the use of chakra control and manipulation, it makes sense. You could say it's similar to Sabaka no Gaara's or the Aburame clan's techniques.
Without it, they're useless...but with it...they can do anything!
Low level paper techniques (Genin level)
-Paper manipulation: the ability to "use" paper, making it harder than steel. The ability to control the movement of paper, such as creating paper objects or pushing and pulling paper (ie, making shields, kunai, ...a paper airplane)
-Paper draft: Sending a wave of paper at an opponent with the intent of disarming, inhabilitating, or suffocating. Nasty stuff.
Meduim level paper techniques (Jounin level)
-Paper bunshin no jutsu: creating clones made out of paper. Unlike regular bunshins or kage bunshins, these do not dissapear when attacked. As long as their paper bodies are intact, they can continue to fight (fire and water stops them dead to rights)
-Paper armour: Similar to Gaara's sand skin, paper clothing can be made that will protect the body from most attacks. Resistant to kunai and shuriken, the armour is weakened by extrenuous movement (it can't retain it's steel strength and still be flexable)
High level paper techniques (Sannin level)
-1000 Paper crane attack (pay-pah chidori): Creating thousands of tiny paper cranes, which flow at the will of their master, attacking en mass.

This is very cool. Glad to be a fire elemental though...I must say. I mean sure...going up against a jounin is hard enough...but at least Sorien has an edge. I really love how much of an individual Keitaro is...so...where does he keep all of his paper?

Mmm, well the thing I like about this (and the other people on VoK) is their very unique characters...I mean this is a perfect example...I mean...someone who turns something mundane into something very awesome ^_^ Its just cool

Thanks for all the nice feedback.
Keitaro is a pretty plain kinda ninja starting out, much like Sakura was. However, as he gets stronger, he learns to control the techniques involving paper, which give him a stupendous edge.

*points to above post* Where does Keitaro keep all of his paper? Does he summon it..or have large stashes on him. Thats what I'd like to know

In the New Beginnings thread, Genin Keitaro had lots of books with him at all times, but at Jounin/Sannin level it might be different. Hmm.
