Okay, are you ready for this? The main storyline, after much thought and consideration, is....
The stupid war STILL isn't over!
Lol, I know that's rather blunt, but I'm sure that's how many of Konoha's residents feel about it. Allow me to further explain...
It starts on a normal day in Konoha. Kaori's been Hokage for several weeks, maybe a month or so, and is working in her office. She's expecting two emissaries from Hidden Cloud to discuss the new peace treaty. She's alone in her office when these "emissaries" arrive, but they aren't bringers of peace: they're assassins sent to kill the Hokage. This is when Kaori realizes that the so-called "surrender" was actually a feint and, because of the possible presence of more enemy ninja, declares an S-rank state of alert over all of Konoha (more on that at the bottom). However, those two were the only enemy ninja present, and after the all-clear has been given - which will be a couple of days, at least - the alert is lowered to B-rank (once again, more at the bottom) then to C-rank, then the alert is lifted. End of the assassin chapter, though ANBU are now deployed across the country and beyond to try to gather information on what's going on.
Next we have the Gift to the Sand arc. Remember the dying shinobi we find in the desert? It's later discovered through Genjutsu questioning - after he's nursed back to health, of course - that he was Hidden Stone and the leader of a Stone/Grass squadron sent to spy on Konoha and Suna's activities during the ceremony. So now we find out that Grass is in on it too. The Leaf books it back to Konoha along with a few Sand representatives who tag along to discuss what the alliance's next move/s will be. End of the Gift to the Sand chapter (though we possibly will play out some of these meetings, depending on whether we wanna do that and who would be willing to TPC the characters).
Finally we have the Chuunin exams, held at - guess where? - Hidden Grass Village. Right into the Lion's den with our youngest talents. The best Jounin are selected, and some ANBU even disguise themselves as Jounin Sensei, in order to protect the Genin and get any information they can. A running communication is kept between Konoha and the shinobi attending for the exam, disguised as Konoha's desire to keep tabs on its participating Genin. Kaori could possibly attend the main matches as a guest, and perhaps there would be some sort of confrontation, but I'm not that far into it yet.
And now for the alerts:
S-Rank state of alert: like a Code Red in the US. In an S-rank alert, the whole village is locked down and all ANBU are called into active duty. No one ranking lower than Chuunin (meaning Genin and lower, including civilians) is allowed to go anywhere without at least one of at least Jounin rank (this includes ANBU and, yes, Kaori) as a guard. Academy Students and Civiliatns, however, are only allowed outside under certain circumstances, they can't just randomly ask to go outside. Chuunin must also have this escort unless traveling in groups of three or more. The Hokage is guarded at all times by a full squad (4 members) of ANBU and the rest of the ANBU currently in Konoha are stationed strategically in and around the village to watch for and react to any enemy activity. No one ranking lower than Jounin or ANBU is allowed to be outside after dark (including dawn and twilight hours) except in a life or death emergency.
B-Rank state of alert: The same as above, but Chuunin may travel three to a group and bring one Genin per three Chuunin when outside. Hokage's ANBU guard is dropped to two people (half a squad). Curfew is reduced to full dark, meaning people under Jounin/ANBU rank are allowed to be outside during twilight and dawn hours.
C-Rank state of alert: The same as above, except the lockdown is relaxed (windows and doors may be open, though some buildings like the hospital, school, ninja administration, and the main village entrances are locked tight), Chuunin may travel alone or with one Genin per Chuunin, and Genin may travel in groups of three. One Chuunin may guard three academy students or civilians when outside. Hokage's ANBU guard is dropped to one person.
