I don't know if using wire is a very good idea. I have some things made using wire (stand-up collars on capes, fairy wings, etc) from when I was younger, and the wire always gets all weird and twisted and out of shape. Plus it "bounces" when you move, which is really weird looking. (o.O)

hehe..I have posterboard sewn into the collar of my Gerudo costume to make it stand up. It's more of a "Sasuke"-type collar though.

Posterboard = awesome. I swear, if you have paint, hot glue, wire, poster board, craft foam, sculpey, caulking, and some fabric, you can make anything. They are the magic tools of cosplay. Among other things.

Oh yeah. I forgot to mention interfacing, stitch witchery, iron-on transfers, and iron-on adhedsive backing (almost the same as stitch witchery but not quite), indispensible for Naruto cosplay - as is sheet metal like aluminum flashing.

Yeah, the one we use to zigzag is a cranky old geezer that eats threads out of your fabric if you're not careful. It works well though, other than that...

I can't wait to see what your finished Kiba costume looks like! Hidden Sound is coming along nicely thus far (we actually have all of the Four and Orochi, and may have Kabuto, Kimimaro, or both), and I found something very interesting for my Tsunade costume. Bwahahah. Also, my Dad finally was able to start working on my Temari fan (what I can't do of it myself.....i.e. the basic construction) and I can't wait for him to show me! Yay!
