Is there a Hot Topic near you? I got thigh-high fishnets from there (they make special "jumbo" ones that are absolutely PERFECT for Naruto fishnets) and cut them up for my Temari costume. You'll need more than one pair, I think, for Anko, but it will work. I'd link you to them on Hot Topic's website but it's not working now. I'll try to get a pic for you soon, though.
And for the Temari fan, if I don't think of anything else, my fan will be two layers of thick paper with the wooden slats in between with unbleached muslin over the top for color and protection. I will scotchguard the fabric and apply the dots (also scotchguarded) with iron-on adhedsive.

My grandma, who helps with all my sewing, said that would be too much work. Like there's any other way to do it when the fan's that huge? And she says it as if my Zelda armor was no work at all. (o.O)

Yeah, it's used for patching cracks and stuff. I'm using it on my Zelda armor because there are spaces in between the sculpey detail and the base pieces. It's more commonly known in the world of cosplay as being the number one tool for adding wefts and pigtail extensions to wigs (go to www.katiebair.com for more details on this).

::Is sad because she wasn't mentioned for the Zelda armor:: ... I made almost all the details on there...It was annoying too because Sculpey shrinks and changes shape in the oven..so it was a bit hard to get it to work and look right.
